When activating a node via OTAA is possible to relax the frame counter?
When i perform the node activation, it doesn’t restart the frame-counter somehow
No, relax-frame counter mode is ABP only. When the frame-counters don’t reset, it means that the OTAA activation hasn’t been processed.

If i have an arbitrary node sending frames once a day and want to connect it to the lora-server, i have to wait until it sends the frame?
That depends on the implementation of your device. I would say that when you reset it, the first thing it does is perform a new OTAA. But again, that fully depends on how the firmware was implemented.
